Russ Galbraith brings nearly three decades of insurance industry leadership spanning regulation, legislative strategy, and executive operations. He serves as Chief Regulatory Officer at eMaxx Assurance Group, where he is part of the leadership team that helped establish the first domestic reciprocal insurance company in Arkansas history. Prior to joining eMaxx, Russ spent nearly 11 years as Chief Deputy Insurance Commissioner for the Arkansas Insurance Department, serving as a primary liaison to insurers and advising the Governor, Secretary of Commerce, and Arkansas General Assembly on complex regulatory matters. He is the creator of the widely recognized “ABCs of the NAIC” presentation and a frequent speaker at national insurance industry conferences. Earlier in his career, Russ spent more than 15 years with Farmers Insurance Group/Zurich North America, directing government and industry affairs across Arkansas, Mississippi, and Louisiana. His extensive professional service includes work with the NAIC Market Actions Working Group, multiple state insurance organizations and associations, the Governor’s Earthquake Taskforce, and the Arkansas Adjusters Association, where he served as President.
