(Ret) Lt. Thomas Fitzgerald ESQ is a 30-year veteran of the Massachusetts State Police. As the former Commanding Officer of the Massachusetts State Police Commercial Vehicle Enforcement Section, Lt. Fitzgerald, in collaboration with UMASS SAFE, a traffic safety research center, developed and implemented innovative data driven enforcement strategies that resulted in Massachusetts sustaining one of the lowest CMV Fatality rates in the United States for 10 consecutive years. As Commander of the Commercial Vehicle Enforcement Section, Lt Fitzgerald developed the FMCSA Commercial Vehicle Safety Plan for the MCSAP and New Entrant programs; the Massachusetts FHWA SIZE and Weight Enforcement Plan, and the Commercial Vehicle Portion of the Massachusetts Strategic Highway Safety Plan. Lt. Fitzgerald supervised the State Police FMCSA Regional Training Academy. In addition, Tom Fitzgerald has developed policies and curriculum in Crash Investigation, Commercial Vehicle Enforcement, Traffic Incident Management, as well as Criminal Law and Procedure. Tom Fitzgerald has a BA/BS from Merrimack College in Political Science and a Juris Doctor from Massachusetts School of Law at Andover. He is a licensed attorney and has practiced transportation law for over 25 years. He is an ACTAR accredited crash reconstructionist #1630. He has been admitted as an expert witness in Massachusetts District and Superior Trial Courts. Tom Fitzgerald is presently engaged in safety consulting providing practical regulatory and compliance advice that fits the client’s corporate and safety culture.
